Govee lights can group together using Bluetooth, which means you can control multiple devices at once. But, the lights you want to group need to be close enough to each other so they can connect to each other via Bluetooth.
Group Control makes it easier to manage your lights, but I don’t usually use it. Instead, I’ve set up several Tap-to-Run scenes to control my lights and set up Auto-Runs. If you’re interested in learning more, check out this guide: Easily Control Multiple Lights in One Tap with Tap-to-Run
Same-Model Group Control
This type of Group Control allows you to group together lights within the same model and has the lower amount of limitations on controls. Same-Model Group allows you to use Color, Scene, Illumination, Music and DIY modes.

Basic Group Control
This type of Group Control allows you to group any mix of lights that you would like to control, but there is a high limitation on the options you have for your lights. When you use Basic Group Control it basically locks down your options for the group of lights to Same Color, Multiple Color Rotation, or mic Music Control.

Since different models do not have access to the same features Basic Group Control is heavily limited. This is why I mentioned earlier that I do not use this feature. I highly recommend checking out Tap-to-Run scenes instead. See this guide: Easily Control Multiple Lights in One Tap with Tap-to-Run
